Retrieves the hash code (version identifier) for meter flow classification data from the portal. The hash value serves as a version number to detect changes in application definition data. If no data exists, returns '0' and automatically triggers the METER_FLOW_CLASSIFICATION background job to fetch fresh data. If a previous job encountered an error, this endpoint re-triggers the job.
