Get aggregated interface availability statistics for an appliance

Retrieves aggregated interface availability statistics for a specific appliance. Returns downtime duration and sample counts for each interface grouped by label and traffic type. Requires appliance version 9.5.0, 9.4.2, 9.3.4 or higher for full support.
