Sets the pause state for Azure LAN Side Connectivity orchestration. When paused (true), all appliances are added to the pending list with message 'Pause orchestration enabled for Azure LAN Integration'. When resumed (false), appliances are added to pending list for processing with message 'Resumed orchestration for Azure LAN Integration'. Configuration is stored in GMS config at '/azure/pauseAzureLanOrchestration'.
