Destroy a deployed GCP Cloud Hub instance

Terminates a specific Cloud Hub instance within a GCP deployment. Behavior varies based on deployment state: if no resources have been deployed to GCP yet, the instance is removed from config; if all instances are marked for termination, the entire deployment is destroyed.
