Pause or resume HPE SSE orchestration

Sets the pause state for HPE SSE (Axis) tunnel orchestration. When paused is true, orchestration operations are suspended and no automatic tunnel configuration or synchronization occurs. When paused is false, orchestration resumes and pending configurations are processed. This action is logged in system actions for audit purposes.
