Retrieves template group associations for one or all appliances. When nePk is provided, returns associations for that specific appliance. When omitted, returns a map of all appliance-to-template-group associations. Use the full map (no nePk) to determine which appliances are affected after modifying a template group via POST /template/templateGroups.
