Get the most recent CPU statistics timestamp for an appliance

Retrieves the maximum (most recent) epoch timestamp of CPU statistics available in the Orchestrator database for the specified appliance. Use this endpoint to determine if CPU history data exists and how current it is before querying detailed statistics via /stats/timeseries/cpustat.
