Get OSPF interface state details

Retrieves the current operational state of all OSPF-enabled interfaces on the specified appliance. Returns interface status, designated router information, OSPF timers, and neighbor counts. Data can be fetched directly from the appliance or from cached data stored in Orchestrator.
