Retrieves the hash code (version identifier) for application tags data synced from the Cloud Portal. This hash is used to detect changes in application group definitions for AVC (Application Visibility and Control). If no data exists, returns '0' and triggers a background job to fetch data from the portal. If a previous fetch job encountered errors, it automatically retries.
