Assign EC-SP licenses to appliances on Portal

Assigns EC-SP perpetual licenses to specific appliances by mapping appliance IDs to license IDs. The orchestrator must be registered with the Cloud Portal before using this endpoint. The request is forwarded to the portal's /v2/account/license/appliance/ecsp/assign endpoint.
