Get link aggregation configuration

Retrieves all link aggregation (interface bonding) configuration from an appliance. Returns bonded interface groups (blan0, blan1, bwan0, bwan1) with their LACP settings. Requires appliance version 9.0.3.0 or later.

Network Element Primary Key - unique appliance identifier assigned by Orchestrator. Format: '.NE' (e.g., '0.NE', '10.NE').
