Retrieves the current 'Use Socket IP' setting that controls how client IP addresses are determined for IP allow list validation. When 'true', the system uses the direct TCP socket IP address. When 'false' (default), the system considers X-Forwarded-For headers for proxy scenarios. This setting is ignored in container/cloud deployments where X-Forwarded-For is always used.
