Enables or disables the custom CA certificate trust store for Orchestrator. When enabled, Orchestrator uses custom CA certificates for TLS connections. A restart is required for changes to take effect. Raises CUSTOM_CERTS_RESTART_REQUIRED alarm when the setting is changed.
