Retrieves the list of IP protocol numbers and their corresponding names/descriptions. Data is periodically synced from the Cloud Portal via a scheduled background job. If data is not available locally, this endpoint triggers an immediate sync job and returns an empty object. Common protocols include TCP (6), UDP (17), ICMP (1), GRE (47), etc.
