Create or Update HPE Aruba Networking Central Subscription

Creates a new or updates an existing HPE Aruba Networking (ANW) Central subscription. This operation clears existing configuration, saves new credentials, and initiates background synchronization jobs for token refresh, site discovery, and site mapping.
