Get VTI Subnets from AWS Subnet Global Pool

Retrieves VTI (Virtual Tunnel Interface) CIDR subnet entries from the AWS global subnet pool. Subnets can be filtered by their reservation status to return all, reserved-only, or unreserved-only entries.
