Update Routing Segmentation enable status

Enables or disables global Routing Segmentation (VRF) in Orchestrator. When enabling, validates all appliances support VRF (minimum version required). When disabling, ensures all non-default segments are deleted first. Enabling VRF also automatically enables End-to-End (E2E) zone-based firewall policies. Changes trigger orchestration to all managed appliances.
