Get VRF to VNI Segment Mappings

Retrieves the mapping between VRF (Virtual Routing and Forwarding) segments and VNI (VXLAN Network Identifier) configurations for a specific appliance. Returns zone ID and fallback role assignments for each VRF.

Network Element Primary Key - unique appliance identifier assigned by Orchestrator. Format: '.NE' (e.g., '0.NE', '10.NE').
