Retrieve IP SLA settings for a service provider

http://127.0.0.1:8080/thirdPartyServices/serviceOrchestration/ipslaSetting

Returns the IP SLA configuration for a specified third-party service provider. If no settings exist, returns default values with orchestration disabled.
