Replaces the Orchestrator-managed (local) DHCP pool reservations with the provided list. This endpoint is used to add, update, or remove local reservations that have not been deployed to appliances. The pool is rebuilt from deployment cache before updating, and all reservations are merged with appliance-derived reservations, de-duplicated by IP, and sorted. The action is logged for audit purposes.
