Get cached zone list metadata for appliances

Retrieves zone names from deployment configuration for appliances. Returns zone names from both WAN and LAN interfaces. Supports ETag-based caching for efficient polling.

Network Element Primary Key - unique appliance identifier assigned by Orchestrator. Format: '.NE' (e.g., '0.NE', '10.NE'). When omitted, results are returned for all appliances.
