Tests connectivity to Azure Virtual WAN by calling the Azure REST API endpoint /providers/Microsoft.Network/virtualWans. Requires a valid Azure subscription to be configured. On success, clears any existing FAILED_TO_CONNECT_TO_AZURE alarm. On failure (wrong credentials, timeout, or other errors), creates a GMS alarm and returns NOT_CONNECTED status.
