Update AWS VTI IP Pool Settings

Configures the VTI subnet and mask for the AWS Transit Gateway Network Manager global IP pool. Saving triggers: (1) VTI pool update via AwsVtiSubnetPoolManager, (2) GMS config persistence, and (3) vti_cidr_change flag set to 1 on all AWS TGNM configuration entries. This clears the FAILED_TO_GET_AWS_VTI_IP_GLOBAL_POOL alarm on success.
