Configure Azure LAN-side connectivity interface labels

Saves interface label order for Azure LAN-side connectivity orchestration. Defines which appliance LAN interfaces connect to Azure Virtual Hubs, Route Servers, and Load Balancers. Upon successful save, all appliances are automatically added to the orchestration pending list.

Two-dimensional array: [primaryInterfaceLabels, backupInterfaceLabels]. Backup interfaces (index 1) are not currently supported.

Index 0: primary interface label IDs. Index 1: backup interface label IDs (reserved, pass empty array).
