Update existing custom alarm severity configurations

Updates existing custom alarm severity mappings. All specified alarm type IDs must already have custom configurations (use POST for new ones). If updated severity matches the default, the custom configuration is automatically removed. Requires READ_WRITE permission.

No configurations updated. Either no changes were needed or all updated severities match their default values (configurations removed).

Unauthorized - Authentication required or invalid credentials provided.

403

Forbidden - User lacks READ_WRITE permission to update alarm severity configurations.
