Debug API that retrieves the current WebSocket failover mode reported by each connected appliance via pong messages. Mode values: 'a' (Legacy/Disabled), 'b' (Slow - 30s ping), 'c' (Normal - 20s ping), 'd' (Aggressive - 10s ping). Used for monitoring and verifying failover mode synchronization between Orchestrator and appliances.
