Retrieves SaaS cloud application classification definitions from portal data stored in the Orchestrator database. If no data exists, automatically triggers the SAAS_CLASSIFICATION background job to fetch data from portal. If a previous job encountered errors, re-triggers the job. Returns an empty object {} while data is being fetched.
