Get appliance sub-alarms for a parent alarm instance

Fetches the list of outstanding sub-alarms (nested or child alarms) from an appliance for a specific parent alarm instance. This endpoint queries the appliance directly via /alarm/subAlarms and returns the 'outstanding' array.
