Get bonded tunnels containing a specific physical tunnel

Returns all bonded tunnels that have the specified physical tunnel as a child member. Useful for finding parent bonded tunnels when you know a physical tunnel ID. Data is retrieved from the Orchestrator's in-memory cache.
