Update Zscaler Configuration

http://127.0.0.1:8080/thirdPartyServices/zscaler/configuration

Saves the Zscaler Internet Access configuration including interface label priority order and tunnel settings. All changes are logged to the action log with the current user for audit purposes. The configuration is persisted to the GMS database.
