Backup appliance configuration to Orchestrator database

Initiates an asynchronous backup of appliance configurations to the Orchestrator database. If nePks is empty or not provided, all managed appliances are backed up. The operation returns a clientKey UUID to poll for progress via GET /action/status?key=
