Retrieve banner messages from an appliance

Returns the Message of the Day (MOTD) and login issue banner messages configured on a specified EdgeConnect appliance. Data can be retrieved from cache for faster response or directly from the appliance for real-time values.

Network Element Primary Key - unique appliance identifier assigned by Orchestrator. Format: '.NE' (e.g., '0.NE', '10.NE').

Defaults to true

Determines the data source. When true (default), returns data from Orchestrator's cache for faster response. When false, fetches live data directly from the appliance and updates the cache.
