Get logging settings from appliance or Orchestrator database

Retrieves logging configuration settings for a specified appliance. Returns both local logging configuration (log levels, rotation settings, facilities) and remote syslog receiver settings. Use cached=true for faster response from database, or cached=false to fetch real-time data from the appliance.

Network Element Primary Key - unique appliance identifier assigned by Orchestrator. Format: '.NE' (e.g., '0.NE', '10.NE').

Defaults to true

Data source selector. When true, retrieves settings from Orchestrator database (gmsdb). When false, fetches directly from the appliance.
