Retrieve QoS policy settings for an appliance

Retrieves QoS policy configuration including maps, rules, match criteria, and set actions. Returns data from cache by default, or directly from the appliance when cached=false. Each QoS map contains priority-based rules that match traffic and apply QoS settings.
