Persist in-memory configuration changes to persistent storage on appliances

Saves pending configuration changes from memory to persistent storage on one or more EdgeConnect appliances. Supports two modes: single appliance (via nePk query parameter) or bulk operation (via request body). Requires auto-save feature to be enabled in Orchestrator settings.

Network Element Primary Key - unique appliance identifier assigned by Orchestrator. Format: '.NE' (e.g., '0.NE', '10.NE'). When omitted, results are returned for all appliances.
