Get WCCP service groups configuration

Retrieves WCCP (Web Cache Communication Protocol) service groups configuration for a specified appliance. Returns an object where each key represents a service group ID and its value contains the complete group settings including interface, encapsulation method, assignment method, hash settings, and router information.
