Retrieve peer priority configuration for an appliance

Retrieves the peer priority list configuration from an appliance. Data can be fetched from Orchestrator's cache or directly from the appliance. Requires READ or READ_WRITE permission.

Network Element Primary Key - unique appliance identifier assigned by Orchestrator. Format: '.NE' (e.g., '0.NE', '10.NE').

Defaults to true

Controls the data source. When true (default), retrieves data from Orchestrator's cache. When false, fetches fresh data directly from the appliance and updates the cache.
